There would be many difficulties in returning humans to the Moon. First is the problem with funding – it would cost a very large amount to set up a space programme with the intention of developing on the Moon, when money is needed dealing with the problems faced on Earth. Another problem is that more research would need to be done to find ways of making sure that it would be entirely safe to keep humans on the Moon for long periods of time. These two are the main problems when it comes to convincing the public that humans should return to the Moon.
